In an overpopulated and environmentally suffering Australia, racists groups and the Greens actually agree on something, refugees should be kept out. A bill is tabled to that effect.
A lawyer that works with a firm that does work for refugees has a fiance who is a forensic pathologist, and working on a rape case she has found something disturbing. Evidence of a person with different DNA. It would take wealthy to do something like this, but these people would be immune to viruses that attack normal humans. The implication being that this wealthy group could target the rest of humanity biologically via this method.
Later, the bill fails to pass, the leader of Fortress Australia is discredited as a criminal and no futher discoveries have been made by Rachel, but the disturbing possibility awaits.
